Members of Congress have written a letter to the DOJ and the FBI with the following passage (footnotes omitted) (italics omitted) (ellipses in original):
****
According to a recent reporting by Bloomberg News, nearly 12,000 public comments in support of DOL’s proposed rule showed signs that they “may have been manufactured . . . and lacked any personalization, such as signatures.” Unlike the more than 30,000 public comments opposing the rule, these supportive comments failed to include the commenter’s city, state, or email address. In certain cases, the reporters were not able to find evidence confirming that commenters in support of DOL’s proposed rule actually existed. In others, the reporters identified people who “vehemently denied” submitting comments in support of DOL’s proposed rule or “said their relatives couldn’t have done so because they were dead.”

Boy, if the foregoing surmises reflect reality, someone REALLY wants this rule adopted. There may even be indications of repeated text from comment letter to comment letter.
I never expected my little 401(k) world to give rise to something that could be in a Black Mirror episode or a James Bond installment. Next I'll start looking for a true crime (or as South Park called it, "murder porn") or Freddy/Jason piece on ERISA. Wow - who knew?!?
